Pokemon GO in Japan is Like a Zombie Apocalypse

Pokemon GO’s popularity may not feel as big as it used to, but in Japan it’s still booming.
Case and point:

What you’re seeing are hordes of people breaking all sort of traffic laws to catch a rare Lapras. The situation got so intense that Japanese law enforcement had to get involved and break the disruption. The police are currently in talks with developers Niantic to co-operate and at least move the spawning area of Lapras.
With all this commotion over a rare spawn I question what would happen when legendary events begin rolling out?
